A group brought together under the auspices of the Reuters Institute for the Study of Journalism and the Media Standards Trust, the Media Regulation Round Table published a proposal in 2012 for a new system of media regulation. Written by Sir Hugh Tomlinson QC, who had represented several victims of phone hacking in the courts, the proposal outlined regulatory standards covering a full range of non-broadcast media publishers and came about following a series of meetings and discussions between independent academics, journalists, lawyers and others.
